While the Seventh Doctor would sometimes act like a buffoon, he usually preferred to manipulate events from behind the scenes; much like his second incarnatin, he was prepared to play the fool in order to fool his foes into underestimating him (inevitably leading to the defeat at his hands). In fact, while he appeared to be an unassuming figure, the Seventh Doctor was actually quite powerful and devious. His words were deadly weapons that could drive his enemies into submission or even self destruction and he would use friends and foes alike as pawns in an elaborate universal chess game against "evil".
Many lifetimes of unfinished business caught up with the Doctor in this incarnation, and the universe often seemed to weigh on his shoulders. As a result the Seventh Doctor soon started to develop a darker nature, raising profound questions of his past. He spent much of his time manipulating events towards one mysterious goal or another, and often kept those around him in the dark as to his intentions, often appearing to betray or endager them, until the very last move. As his companion Ace put it, he was "well devious."
